Excelllent. You mention projects planned in the 90s. Here in Spokane we have a huge bypass highway that was planned in the '50s to accomodate a large Kaiser plant north of town. The plant shut down (like all industry) around 2000, and THEN the highway started. So far it's been under construction for 25 years, with 5 years to go before completion. It carries about as much traffic as a residential street, and it has torn out several neighborhoods.
